Tovatt Architects & Planners masterplan proposal seeks to create a new urban area well connected to the historic city of St Petersburg and with clear linkages to its immediate neighbourhoods. The area will have a strong identity and offer opportunities from residential buildings, social services, and commercial functions. The masterplan proposes 2,1 million sqm residential buildings and 380 000 sqm commercial retail and research accommodation.  Schools, day-care centres, healthcare and recreational facilities (including access to sports and nature reserves), are proposed for a new population of approximately 65 000 residents, employment areas excluded. The Masterplan describes the foundations for a vibrant city centre surrounded by a number of small villages.
